He looks mad that somebody made him put a shirt on. You can tell he's one of those kids/guys who can't stand wearing a shirt. And of course, everything they say about red-haired people having pissy tempers, of course it's not true!
My money says it ain't from 1970. From the Eastman color stock, length of hair, and the camo shirt, this picture has to have been taken in 1974 (at the earliest) to the early '80s.
