I would have guess that this was a jail house photo personally.
Reminds me of that movie- "Carlito's Gay".
Yep, definitely a photo taken while incarcerated in a penal institution.

Such a cheerful backdrop. They could have given him some rainbows and unicorns, at least. Or pants.
A laser background would have kicked butt.
