Don't know the person, but the outfit definitely looks like West Coast native - Haida, Salish, Tlingit, or something else from the PNW/British Columbia area.

He is absolutely a West Coast native, as Anonymous on 8/12 at 8:48am pointed out. i haven't seen the large septum rings before. i think he looks pretty amazing. i bet that headpiece he's wearing is worth a ton.
